West Pierce Fire & Rescue (WPFR) was created March 1, 2011 with the merger of the Lakewood and University Place Fire Departments.  The District provides service to the cities of Lakewood and University Place and the Town of Steilacoom.  Known as Pierce County Fire District No. 3, it was established in 1944.  The District now operates using the name of West Pierce Fire & Rescue.  The District operates under Revised Code of Washington (RCW) title 52 and is a municipal corporation as defined by law in the State of Washington pursuant to RCW 41.24.010, operating as a junior taxing district.

The District is 31 square miles and serves a population of more than 90,000. WPFR is governed by a Board of five elected officials, Fire Commissioners, who serve six-year terms.  The Board appoints a Fire Chief to oversee day-to-day operations.

WPFR provides numerous services to the community including Fire, Emergency Medical Services (EMS) and transport, technical rescue, hazardous materials response, special operations, fire prevention, inspections & code enforcement, as well as fire and life safety education.   There are currently six fire stations, which operate 24 hours a day / 7 days a week, located strategically throughout its borders.  In August of 2014, the District sold its seventh station, Station 32.  WPFR is currently undergoing a Standards of Coverage study to assist with future growth, assess community risk, and service delivery models.  Once this study is complete, a determination will be made as to if a seventh station is necessary and if so, where.

In 2014 the District responded to 14,085 incidents.  The District employs 203 full time employees, including 23 employees for its 911 Dispatch Center.  This center, known as Fire Comm, provides service to all of Pierce County, with the exception of the City of Tacoma Fire Department.  The center answered 107,468 calls in 2014, dispatching 49,267 incidents and is funded through user fees.  Fire Comm is in the process of transitioning into South Sound 911, an agency formed in 2013.

Several major institutions lie within WPFR borders and the District maintains contracts for service with the following agencies;  Western State Hospital, St. Clare Hospital, Clover Park Technical College, Pierce College, Pierce County for Chambers Creek Properties, Pierce Transit, Lakewood Water District, Clover Park School District and University Place School District.  The school districts are comprised of four high schools, two intermediate schools, five middle/junior high schools, 15 primary/elementary schools, and five private schools.

At merge, WPFR was designated a Class 3 fire department through the Washington Survey and Rating Bureau.  In July of 2014, WPFR underwent a re-rate by the agency and the District maintained its Class 3 rating.  The Town of Steilacoom was also awarded a Class 3, attributable to the service they receive from WPFR.
